Just moved into a rental property and there is a Duavit dual flush toilet - no blockages and the rim/jet holes are clean, but the flush is quite weak. I think the way to improve it might be to increase the water level and I think I have found the float (where I've arroved) but have no idea how to raise it! Any ideas? If it's not already obvious, I really have no clue what I'm doing so if this is something best left to a professional let me know. Thanks so much for any suggestions

float is on the right do you see the pozi screw at the top left of the hole thats your adjustment
 
Screw that posi-looking screw in clockwise that Shaun has indicated, that'll raise the float and raise the water level.

If the tank has been flushing from the level we see in the picture, no wonder you've been having problems. The cistern looks less than half full which will obviously cause a very weak flush.
 
Is the toilet on water mains do you know ?
 
do you have a bath? in the flat
 
whats the bath cold water pressure like ? same as your kitchen tap?
 
Would say it’s water mains then inlet valve may need replacing / new washer and a clean
